How do you exactly define a "social crime"?

For me, a social crime is a not a serious crime. Nobody is actually getting hurt physically and mentally in the process of committing it. It's like the topping on your ice cream, you only get it if you have some spare change to pay for "extra", which, in this case, is gambling.

What I mean to say is that gambling is a LUXURY, it was never meant to be a PRIORITY. If it was prioritize, especially among family, job, and security, then it becomes a social crime.

I dont think gambling is a social crime because it is not against the law of the land and no one will be punished for gambling and also the government has not deem it illegal.so i dont think gambling is a social crime
